The NbS for Climate Mitigation and Adaptation (NCMA) project, titled as ‘Financing Nature-based Solutions: A path to prosperity, food security and resilience’, aims to create an action plan for unlocking climate mitigation financing potential of the land-based NbS initiatives in India. It intends to widen the NbS landscape beyond its current scope of developing nature based solutions for climate change adaption and conservation opportunities to include specific areas such as food security and livelihoods, which can be supported by incentives and philanthropic investments.
An advisory body consisting of 21 influential multi-sectoral experts, called the Technical Steering Committee (TSC), has been engaged for overall guidance to NCMA. It has representation from entrepreneurs in the climate investment and business sectors, policymakers at the national and sub-national level, and experts in climate-related data and modelling, along with FOLU India core partners, who are ex-officio members of the committee.
Under this programme, a methodology has been developed to identify financial mechanisms and gaps in financial flows towards land-based Natural Climate Solutions (NCS) in India. This methodology and the modelling infrastructure have been developed by the FOLU Global Secretariat for assessing the financing strategies to unlock and scale NbS in Kenya and Colombia and have been adapted to the Indian context. The activities envisaged under NCMA will help to sensitize and motivate public and private investors to unlock investments in India by highlighting viable investment opportunities and financial strategies in NbS.

TSC’s first in-person meeting was held on 25th-26th April, 2023 in New Delhi, to seek its feedback on the methodology and modelling infrastructure developed by the FOLU global team for modelling the financing strategies to unlock and scale NbS in Kenya and Colombia and adapt it to the Indian context. The objective of the meeting was to provide a detailed background about NCMA to the TSC and seek its advise on prioritising Nature-based Solutions (NbS) for developing the investment model.

TSC’s third in-person meeting was held on 11th March, 2025 to deliberate on the final outcomes of the modelling exercise and next steps for NCMA. Participants had detailed discussions on developing proposals for sustainable agri-food supply chains, and mapping and leveraging investment opportunities for climate policy implementation. The proposed NCS India Platform was also taken up for deliberations.
At this final TSC meeting, the report ‘Scoping investment potential for Nature-based Solutions in Indian agriculture sector’ was also released. It represents key effort by ATREE and FOLU India to strategise investor engagement on land-based NbS by documenting stakeholders’ perspectives on increasing the scope
and potential for using the land resource base as a carbon sink.

TSC’s second in-person meeting was held on 7th-8th November 2023 in New Delhi, to seek its feedback on cost modelling, investor mapping and development of Nature Climate Solutions (NCS) India platform. The meeting was held to discuss the cost modelling and investor mapping exercise and share preliminary results with the TSC. The members also deliberated upon the creation of NCS India platform and held discussions about opportunities and challenges in implementing NCS in India.
